CODE-NGO and its members are taking an active part in the Dagyaw 2020.
Since 2018, the Participatory Governance Cluster of the Cabinet (PGC) has been spearheading annual regional town hall meetings attended by people from both the government and non-government sector. In 2019, by virtue of PGC Resolution No. 02-S2019, these town hall meetings were re-launched as Dagyaw: Open Government and Participatory Governance Regional Town Hall Meetings.
Dagyaw is a Hiligaynon term for “Bayanihan,” which highlights the concept of togetherness. Dagyaw fully captures the very nature and value proposition of town hall meetings where government offices, non-government organizations, businesses, and other stakeholders can collaborate to find solutions to various challenges we are facing during the COVID-19 pandemic.
The Virtual Town Hall is anchored in the objective of the National Task Force Against COVID-19, Sub-Task Group on Governance to ensure people-centered, clean, technology-enabled, and responsive governance in addressing COVID-19 and to restart social and economic activities. It is also a commitment of DILG to the Philippine Open Government Partnership (OGP) 5th National Action Plan.
For the National Dagyaw 2020 run, CODE-NGO and the Right to Know Right Now Coalition (R2KRN) are part of the technical working group that prepares the town hall meetings with government partners – the Department of Interior and Local Government (DILG), the Department of Budget and Management (DBM) and the Presidential Communications Operations Office (PCOO).
A Regional Dagyaw 2020 run for every region is also organized by government agencies and partner civil society organizations (CSOs), most of which are members of CODE-NGO. At least 10 regions (Regions 3, 4A, 4B, 5, 7, 8, 9, 11, CAR, NCR) tapped CODE-NGO member networks, namely CBD, CENVISNET, CORDNET, EVNET, MINCODE, PHILDHRRA and PHILSSA to work with the Regional Offices of DILG, DBM and the Philippine Information Agency.
The Dagyaw 2020 virtual town hall meetings bring together the Filipino public and government into a public space of dialogue to discuss pressing issues and relative government programs to address them. It is the hope of CODE-NGO for citizens and CSOs as partners in governance to be informed of how we may overcome challenges together and that Dagyaw remains to be space for the voice of the people to be heard.
