The Citizens’ Participation in Monitoring Local Government Units’ (LGUs’) Performance and Planning and Development for Poverty Reduction (CML) project supported by the European Union (EU) which ended in late 2016 has produced two knowledge products that documented lessons and good practices, Strength in Unity and Addressing Concerns, Overcoming Challenges. For 4 years, the project sought “to enable the participating civil society organizations (CSOs) to be far better than they were before not only in terms of knowing how to properly assess, plan and develop their poverty reduction and develÂopment agenda, but also how to advocate and effectively influence their local government offiÂcials so that they will listen, negotiate and act on reducing poverty in their areas”. CODE-NGO partnered with the Eastern Visayas Network of NGOs and POs (EVNET), the Western Visayas Network of Social Development NGOs (WEVNET) and the Mindanao Coalition of Development NGO Networks (MINCODE) for this project.

Quoting from the Foreword of CODE-NGO’s former Executive Director, Sixto Donato C. Macasaet, “This publication strives to put in print glimpses of the rich experience, the challenges, and the gains of the CML Project. It also attempts to document the lessons we have learned in promoting participatory governance at the local and national levels – lessons that are important even now, or especially now, that the BuB program has been discontinued. It is vital that we review, reflect on and refresh these lessons as we engage the new political leaders at the national and local levels and as we continue to promote participatory planning and budgeting.”
Addressing Concerns, Overcoming Challenges: A Handbook on CSO Participation in Government Planning and Budgeting 2016
This handbook puts together the rich experience of civil society organizations (CSOs) in the Philippines who actively took part in the Bottom-up Budgeting (BUB) program implemented by the government nationwide from 2012 up to 2016. It will refresh lessons collected from previous guides and publications and hopefully serve to supplement the experiences that CSOs have gathered from their engagements in participatory governance. It is also our hope that this material will contribute in the evolution of participatory governance as a cornerstone of nation-building, in particular; and, in democracy, in general.
