Kasali Ka, Sumali Ka! Social Development Celebration 2014 and CODE-NGO’s 18th General Assembly
The Caucus of Development NGO Networks (CODE-NGO) will hold its annual Kasali Ka, Sumali Ka! Social Development Celebration (SDC) and 18th General Assembly on December 3-5, 2014 at the SMX Convention Centre, SM Lanang, Davao City. This year’s SDC will be co-hosted by the Mindanao Coalition of Development NGO Networks (MINCODE), one of the 12 member networks of CODE-NGO.
Themed, “From South to North and From Bottom Up: CSOs Shaping Peace and Resilience”, the event highlights the development initiatives of civil society organizations (CSOs) across the Philippines in building peace and disaster-resilient communities. These two issues are timely, now that the Comprehensive Agreement on the Bangsamoro (CAB) has been signed and the Bangsamoro Basic Law (BBL) is being deliberated upon in Congress, and a year after typhoon Yolanda when lessons should have informed and should be informing Disaster Risk Reduction and Management (DRRM) efforts of various stakeholders. It will also be a good opportunity for CSOs to take stock of the status of their constructive engagement with government, at a time when government reform efforts (e.g. the bottom-up budgeting (BUB) or grassroots participatory budgeting (GPB) process) are being challenged and criticized by a few legislators and CSOs locally, while being acknowledged and supported by other local CSOs and being recognized globally, receiving a Gold Award (3rd prize) from the Open Government Partnership Awards last September 2014.
Prior to the event, build-up sessions/forums on rebuilding peace through the establishment of the Bangsamoro and building resilient communities in light of typhoon Yolanda will be held this November 2014. These build-up activities in NCR, Luzon and Mindanao are being organized by CODE-NGO and its member networks .
Around 150 CSO leaders and partners from other sectors (government, academe, business and media) from all over the country will convene to share information and dialogue in order to identify plans of action for Peace and Development and the Environment through plenary and learning sessions. For the 18th General Assembly, CODE-NGO members nationwide will once again review its accomplishments for the past year and plan for more development efforts in the coming year.

Greetings of solidarity and peace!
The Caucus of Development NGO Networks (CODE-NGO) is the country’s biggest coalition of civil society organizations (CSOs) working for social development in the Philippines, with its 6 national and 6 regional member networks representing more than 2,000 development NGOs, people’s organizations (POs) and cooperatives nationwide. CODE-NGO was established in 1991, with a mission to be a trusted national voice of civil society and to advance the capacities of CSOs to exercise transformative leadership.
Every year, CODE-NGO gathers civil society organizations and their development partners from the government and private sectors from all over the country for the Kasali Ka, Sumali Ka! Social Development Celebration (SDC). The SDC aims to promote the contributions of CSOs to national development and expand the public’s understanding about the work of CSOs in improving the lives of Filipino communities.
This year’s SDC2014 will be held on December 3-5, 2014 at the SMX Convention Centre, SM Lanang, Davao City. Peace Process 1:
Peace within Reach: Dialogues / Conversations on the Bangsamoro Struggle and the proposed Bangsamoro Basic Law by CODE-NGO Decentralized Governance Project
Five information sessions and dialogues on BBL were conducted last November in NCR, Bicol, Cordillera, as part of preparatory activities of this annual event. From these sessions, several lessons and recommendations were gathered from the participants and will be consolidated and presented to the wider public on December 4 for the Peace and Resiliency Learning Sessions.

DRRM 3: Lessons from Yolanda: Creating the Regional DRRM Coordination Hubs by CODE-NGO ACED Project
The CODE-NGO Board approved the creation of inter-network DRRM Coordination Hubs among members to serve as DRRM info-sharing and learning exchange mechanism during “peace time” and platform for emergency response, communication and resource mobilization in times of disaster. The Partnership Principles for coordination and how these Hubs will look like will be discussed in this session.

Peace Process 3: Shari’a Compliant Social Enterprise for Peace Building
Al Qalam Institute will present its efforts in conducting an action-research towards crafting a Bangsamoro framework Shariah Compliant Social Enterprise. This is in line with the on-going Bangsamoro peace processes between the Moro National Liberation Front and the Moro Islamic Liberation Front. The goal in mind is to have a workable social enterprise that focuses on peace building in Mindanao and incorporating the Shariah principles.

3. The People’s Fund Bill: Will the BIR give funds to CSOs?
As a response to the alleged use of fake NGOs by Janet Napoles and her complicit government officials, Sen. Bam Aquino filed last August 27, 2013 Senate Bill No. 1356, the People’s Fund Bill. Sen. Aquino explained that the bill “seeks to revolutionize public budgeting and funding by giving the taxpayers of the Philippines the choice on where a portion of their hard-earned money should go”. The proposed law would allow taxpayers to allocate 5% of their income tax payments directly to qualified CSOs of their choice. A similar bill, House Bill No. 5113, was filed last October 2014 by Cong. Cris Paez and Cong. Tony Bravo of Party List COOP-NATCCO. This session will discuss the proposed People’s Fund.

4. SD2015 Philippines: One Year Left for Post-2015 Agenda Setting
As the 2015 deadline of the Millennium Development Goals approaches, the global development community has been undergoing a process for drafting a Post-2015 global development agenda. Civil society, including in the Philippines, has engaged and monitored this process closely and intently, with CODE-NGO doing this most recently through the Sustainable Development 2015 (SD2015) project. This session aims to provide an updated overview of the Post-2015 process and the proposed global development agenda so far, and to discuss what CODE-NGO and other CSOs will do to influence this process.

6. People Empowerment: Affirming CSOs Role in Local Governance
We recognize that the “unity of the will” and the collective power of people bring positive impact to good governance. Throughout the years, a number of participatory mechanisms have been commenced to signify the importance of active citizens’ participation and empowerment in local governance. One of these initiatives is the Dumaguete People Empowerment Ordinance and Bohol NGO/POs Week, which were inspired by the Naga City People’s Council. This conversation aims to highlight and share the learnings and insights on active participation in local governance from these CSO experiences and to come-up with recommendations for advancing people empowerment.
