CSOs and Volunteers’ Statement of Commitment to the 4Ps Program

We, the undersigned CSOs, faith-based, civic organizations and volunteer groups express our support for the Pantawid Pamilyang Pilipino Program or Philippine Conditional Cash Transfer (CCT). We believe that by providing conditional cash grants to poor families, this social assistance program will help break the intergenerational cycle of poverty through investments in human capital – health and education – and alleviating the effects of poverty in the short–term.

We recognize that CCT is one of the most rigorously evaluated poverty or social development programs globally.  Hard evidence from a decade and a half of international experience points clearly to improvements such as on child enrolment and utilization of immunization and prenatal care services, while there is no evidence of dependency: child labor decreases and adult labor does not. We recognize that similar evidence of such benefits is already emerging in the Philippines and will continue to be monitored and evaluated closely, with CSOs able to play a key role in this area.

We believe that Pantawid Pamilya is not a dole-out program since cash grants are given only to households which comply with the program’s conditionalities. Beneficiaries sign an Oath of Commitment in which they agree to take concrete steps to improve their lives and those of their children. It does not encourage indolence and mendicancy among beneficiaries because the modest cash grant merely augments the household’s income. Households receive cash assistance for only five (5) years. The program also has Family Development Sessions (FDS) where beneficiaries are taught about parenting duties and obligations and how to supplement their household’s income through backyard gardening, handicraft making, and other livelihood activities.

We know that in all Pantawid Pamilya areas, the following systems designed to safeguard the integrity of the program have been established and continuously strengthened: a) Compliance Verification System (CVS): reporting of health visits, school attendance, and FDS sessions as basis of the amount of cash grants a household can receive;  b)Beneficiary Update System (BUS): regular reporting and updating of beneficiaries on household information that could affect the amount of cash grants they are entitled to receive; and c)Grievance Redress System (GRS): reporting and acting on grievances and complaints from both beneficiaries and non-beneficiaries to respond to inclusion and exclusion errors and other issues affecting the beneficiaries’ benefits in the program.

Although we can observe that Pantawid Pamilya is being implemented judiciously, we believe there are still ways to improve the program’s implementation. These are:

  1. Making sure that all stakeholders including beneficiaries, municipal mayors, barangay captains, healthcare providers, and school teachers, know what Pantawid Pamilya strives to achieve. Program implementers should devise a system by which beneficiaries are reminded to send their children to school, and pregnant mothers and children attend health checkups regularly as required by the program;
  2. Capacitating school teachers and healthcare providers so that they can adequately provide good quality health and education services as well as monitor and report on the beneficiaries’ regular attendance to ensure that qualified beneficiaries promptly receive their Pantawid Pamilya grant; and
  3. Augmenting the resources of LGUs, the Department of Health, and the Department of Education to ensure that health and education facilities are available and accessible to program beneficiaries. 
  4. Program systems should be made sensitive and responsive to distinct cultural context of the Indigenous Peoples and special needs of persons with disabilities.
  5. CSOs and the DSWD to jointly identify assess and address the experienced and observed weaknesses of the systems of the program.

We also encourage other national and local non-government organizations (NGOs), Faith-based, Civic Organizations to partner with DSWD and sign a Memorandum of Agreement (MOA) to signify their commitment to purposively participate in implementing and monitoring the Pantawid Pamilyang Pilipino Program. CSOs and volunteer organizations may be involved in any of the following ways:

  1. enlist volunteers from their own organizations to assist in the implementation or monitoring of the program;
  2. participate in Community Assemblies as part of the beneficiary identification process;
  3. on-the-ground audit of the Compliance Verification System;
  4. assist in the Beneficiary Updating System;
  5. assist in the implementation of the Grievance Redress System;
  6. enhancement and implementation of the Family Development Session modules.
  7. Participate in advisory committees at the municipal/city, provincial, regional and national levels;   and  
  8. initiate the formation of an oversight structure and undertake measures to sustain the gains of the program.

We, development workers, committed to poverty alleviation, want the Pantawid Pamilya Program to succeed. We encourage the purposive participation of civil society and the grassroots urban and rural communities.  Private sector support must also be mobilized for job generation and livelihood development.  CCT is not a stand-alone program; it must be complemented by other anti-poverty policy initiatives and support to marshall the necessary resources and efforts to be able to move the program’s beneficiaries from survival to subsistence to self-reliance.

Lastly, we believe that the Pantawid Pamilya helps the poorest families meet their immediate needs while helping to secure a better future for their children and the youth of this nation.   It is not a panacea to poverty but it can help poor families gain access to basic social services that would enable them to break free from the inter-generational cycle of poverty.
