DSWD releases clarificatory amendments to SWDA guidelines
The Department of Social Welfare and Development (DSWD) released MC 2022-021 to clarify provisions on the guidelines governing the Registration, Licensing, and Accreditation of Social Welfare and Development Agencies (SWDAs).
Provisions::
- Registered SWDAs who fail to apply for a license to operate after one year from registration will need to re-apply for registration.
- Once the submitted requirements are complete and compliant, validation/assessment for licensing and/or accreditation shall be conducted by duly authorized assessors from the DSWD Standards Bureau.
- The Standards Bureau may adopt either face-to-face, virtual, or blended mode of assessment, depending on certain criteria and conditions.
- Updated assessment tools in accrediting center-based and community-based SWD programs have been provided.
- Modes of Application: Application documents may be submitted through official mail or email address of the concerned DSWD office, or through the DSWD Regulatory eServices

Corporations whose fiscal year ended on December 31, 2022 shall file their audited financial statements (AFS) through the SEC Electronic Filing and Submission Tool (eFAST) in accordance with the following schedule:
SEC also reminds corporations to file their GIS through the eFAST within 30 calendar days from the annual general assembly.

SEC increases penalties on failure to comply with Beneficial Ownership Declaration
SEC released a memorandum circular last December 2022 increasing the penalties for non-compliance to Sec MC No. 15, s. 2019, on the submission of the Beneficial Ownership Declaration (BOD). The penalty amount for non-compliant organizations ranges from PHP 25,000 to PHP 1,000,000, depending on the organization’s fund balance and number of violations. The issuance also increases the penalty for trustees found to have failed to exercise due diligence in complying with the BOD. Trustees found to be non-compliant may be disqualified from serving as a trustee for at least five (5) years.
Guidelines for the Appointment of CSO Representatives to the POC and Approval of Request for Security Clearance
The Department of the Interior Local Government (DILG) provides guidelines for accredited CSOs to acquire security clearances, which is required for representation in their local Peace and Order Council (POC).
ADVISORY: Continuous Accreditation of Barangay-Based CSOs
DILG issued a directive to barangays to continuously accredit CSOs to their Barangay-Based Institutions (BBIs). Read the issuance here.
Online Platform for Accreditation of Community Disaster Volunteers
Volunteer organizations may submit requirements for enlistment of community disaster volunteer through the National Disaster Risk Reduction and Management Council (NDRRMC) online platform.
