As part of CODE-NGO’s effort to raise awareness and start the discussion on shrinking civic space and the Anti-Terrorism Act (ATA) of 2020, this 11-page CSO Guide on ATA highlights our fundamental basic rights enshrined in the 1987 Philippine Constitution, the salient provisions, and the Implementing Rules and Regulations (IRR) of the said law. It also provides recommendations for civil society organizations (CSOs) on how to mitigate risks and how to engage local government units (LGUs) in the short- and medium-term.
