With the conclusion of the national elections in 2016 and the culmination of the current strategic plan of CODE-NGO in 2017, this year opens up opportunities for CODE-NGO and the CSO sector to recalibrate its strategies and redefine its direction for the next 5 years to support the development agenda of the Philippines.
It has been 2 years since 193 countries signed the Sustainable Development Goals (SDGs) and since the ASEAN Economic Community Integration. These events set the stage for CSOs in 2016 to rally resources and efforts towards defining its work, its agenda and building linkages to support these global and regional development goals. Last year also brought significant transformation to the country and the work of the CSO sector as we ushered in a new administration following the national elections held in May 2016, the ensuing consultations in June and the release of the 10-point socioenomic agenda immediately after that covers macroecomic policies, tax reform, competitiveness and ease of doing business, acceleration of infrastructure spending, agricultural and rural enterprise productively and tourism, security of land tenure, human capital development, promotion of science, technology and creative arts, improving social protection programs, and responsible parenthood and the Reproductive Health Law.
The recent changes in the administration policies brought about serious reflection points for the CSO sector on various issues such as human rights, war against drugs, martial law, extra-judicial killings, constricting civic space, and many others. On top of these, CSOs continue to face challenges in disaster risk reduction, climate change and successor generation of development workers.
Where will the next 5 years and succeeding years take us as we perform our development work, while at the same time ensuring that we are able to expand civic space and make significant contributions to the country’s development agenda?
CODE-NGO 6th Congress and SocDev2017
Themed, “What is the Future of Philippine Democracy and the Prospects for the CSO Sector?”, CODE-NGO will hold its 6th Congress and Social Development Celebration (SocDev) 2017 on November 24-25, 2017 at Great Eastern Hotel (Aberdeen Court), 1403 Quezon Avenue, Quezon City, Philippines.
The Social Development Celebration (SocDev) is an annual event of CODE-NGO being organized in time for its annual General Assembly to promote to a wider public the contributions of the civil society organization (CSO) sector to social development. The SocDev event offers an avenue for CODE-NGO members and the larger CSO community to reflect on their work and the challenges they face and also to be able to strategize on appropriate actions to address these challenges.
Around 1,000 CSO leaders and partners from other sectors (youth, government, academe, business and media) from all over the country will join this event for dialogue, learning exchange and to:
- Evaluate CODE-NGO’s 5-year accomplishments viz its Strategic Plan 2012-2017 and discuss and approve its successor 5-year Strategic Plan for 2018-2022;
- Provide venues for CODE-NGO members and other CSOs to discuss critical issues related to the above theme that may affect them and the broader CSO sector in the next years, and agree on courses of collective action that may be taken; and
- Boost youth interest and engagement in the development work of CODE-NGO and the CSO sector in general.
On Day 1, November 24, there will be a plenary talk on “Maximizing Co-Creation Spaces for Open Government Partnership (OGP)” and session on PH-OGP National Action Plan 2017 – 2019. This will be followed by a discussion on “PH Open Government Partnerships (OGP) Commitments”. Resource persons have been invited from partner government agencies. The results of the CSO Perception Survey on Government and Civil Society 2017 will also be shared to the plenary. In the afternoon, simultaneous learning sessions on Marawi Updates, Attracting mission-driven millennials to non-profit sector thru technology, Federalism and Bangsamoro Basic Law, and Social Enterprise for Youth will be conducted. The evening will be capped off with the CODE-NGO 26th General Assembly.
On Day 2, November 25, is the CODE-NGO 6th Congress proper. A keynote on the “Future of Philippine Democracy and the prospects of the CSO Sector” will be delivered, followed by a Message from a youth leader. In the afternoon, there will be “SocDev Talks: Lessons and Success Stories of CODE-NGO #HigitPa”, presentations on the CODE-NGO Strategic Assessment Report 2013-2017 and CODE-NGO Strategic Map 2018-2022, ratification of the 6th Congress Resolutions, and Recognition of CODE-NGO’s individual and institutional partners.

The Caucus of Development NGO Networks (CODE-NGO) is the country’s biggest coalition of civil society organizations (CSOs) working for social development in the Philippines, with its 6 national and 6 regional member networks representing more than 1,600 development NGOs, people’s organizations (POs) and cooperatives nationwide. CODE-NGO was established in 1991, with a mission to be a trusted national voice of civil society and to advance the capacities of CSOs to exercise transformative leadership.
Every year, CODE-NGO gathers civil society organizations and its partners from the government, donor community and private sectors from all over the country for the Social Development Celebration (SocDev) with the theme “What is the Future of Philippine Democracy and the Prospects for the CSO Sector?” It aims to promote the contributions of CSOs to national development and expand the public’s understanding about the work of CSOs in improving the lives of Filipino communities. This year is especially significant as CODE-NGO convenes its 6th Congress. Convened every 5 years, CODE-NGO’s Congress is gathers nearly 1,000 leaders from its member networks to assess the network’s accomplishments viz its Strategic Plan 2012-2017 and discuss and approve its successor 5-year Strategic Plan for 2018-2022.
