Civil society’s assessment of the MTPDP 2004-10 presented to NEDA

CODE-NGO’s adviser and conveners on the project “Medium Term Philippine Development Plan (MTPDP) Assessment” met with NEDA officials to present the summary results of the civil society’s review of the government’s accomplishments toward the MTPDP 2004-2010.  NEDA Deputy Director General Margarita Songco, Director Erlinda Capones and NEDA social development and other staff received the MTPDP Assessment team at their office last January 18, 2010. NEDA officials and project conveners agreed to continue their dialogues and engage in the consultations that will be done for the next MTPDP.

Conveners, partners, and one of the advisers of CODE-NGO’s project on the “Medium Term Philippine Development Plan (MTPDP) Assessment” met with the officials of the National Economic Development Authority (NEDA) to present the summary results of the civil society’s review of the government’s accomplishments toward the MTPDP.  NEDA Deputy Director General Margarita Songco, Director Erlinda Capones and NEDA social development and other staff received the MTPDP Assessment team at their office last January 18, 2010.

CODE-NGO Executive Director Sixto Donato C. Macasaet presented the draft summary of the MTPDP Assessment with recommendations to the NEDA team.  One of the assessment team’s advisers, socio-anthropologist Dr. Mary Racelis, together with the project conveners, answered some questions from the NEDA officials and staff. 

It was agreed that the conveners will continue their engagement with NEDA and will take part in the consultations that will be done for the next MTPDP. NEDA also confirmed to facilitate civil society dialogues with relevant government agencies, including the departments of agriculture and of social welfare, with regards to the MTPDP Assessment.

The MTPDP is the government’s economic blueprint and is produced by NEDA. Civil society organizations convened to give an assessment of the performance of the government against the targets set by the MTPDP 2004-2010, the appropriateness or responsiveness of the said targets, and an over-all assessment of the Plan based on a.) reducing poverty and inequality, b.) promoting a sustainable economy, and c.) ensuring empowerment and democratization.  The assessments of the government’s performance against its own development plans were made on the following 17 themes in the MTPDP, i.e.: Anti-Corruption, Agrarian Reform, Fisheries, Housing, Trade, Tourism, Election Modernization, Environment-Mining, Constitutional Reform, Micro, Small, and Medium Enterprises Development, Agriculture, Information and Communications Technology, Macro-economy, Labor, Education, Health and Peace.

CODE-NGO will furnish NEDA with the full version of the assessment for each theme and will make the same available to the public soon.
