Resolution on Intensive Information Dissemination on Federalism

GA Resolution No. 25 – 10

A resolution urging CODE-NGO and its Member Networks to Conduct Massive Learning Sessions and Orientations on Federalism including the establishment of autonomous regions within the federal states for CAR and ARMM as a Proposed Form of Government and provide resources thereof.

Whereas, the Caucus of Development NGO Networks (CODE-NGO), the largest network of development civil society organizations (CSOs) in the Philippines and  a longtime advocate of federalism, welcomes President Rodrigo Duterte’s promise to work for the shift to a federal form of government for the country;

Whereas, CODE-NGO recognizes that proper knowedge and right information should be provided to all the Filipino people to better understand and have a clear grasp on what federalism including  autonomous regions is based on our perspective, appreciate the concept and later on arrive on an informed decision that is for the betterment of all;

Whereas, CODE-NGO is an advocate of a participatory and consultative process and proposal to revise the fundamental law of land should be made in a very deliberate and consultative manner;

Whereas, one focus of CODE-NGO is to develop the capacity of its members down the local level for greater participation in country’s development;

Whereas, the discussion on Federalism as initiated by the National Government is fast moving and therefore CODE-NGO must be able to do simultaneous effort to ready our communities down the local level;

Therefore, it is hereby resolved urging CODE-NGO and its Member Networks to Conduct Massive Learning Sessions and Orientations on Federalism including the establishment of autonomous regions within the federal states for CAR and ARMM as a Proposed Form of Government and provide resources thereof.
